Information Sought for Federal Court claim

Department of Education (DOE) and contract collectors for violations of contracts; the Higher Education Act of 1965 as amended (HEA); and violations of state and federal collection laws. Claims may also include violations of privacy laws, harassment, conspiracy and Constitutional claims. Situations include:
collections for loans never funded; interest assessed for loans never funded; collections for loans under different name; excessive interest; excessive fees (over 25%); doubling of promissory amounts; agency claims of lost payment records; failure to allow access to account documents; failure to provide timely reviews; incomplete reviews; denial of right to an independent review in contradiction to HEA and Constitution thereby violating intended checks and balances; collections on disputed debts without debt verification; collection based on incomplete documentation; over shadowing validation requirements in dunning letters (30 or 60 days to respond before further collection actions are legal); failure to verify disputed debts within five days; harassing phone calls to home and work after receiving written notice to cease; contacts by phone and letter to intimidate when informed that you are represented by an attorney thereby ignoring attorney of record; threatening phone calls without providing written verification as stated; circumventing legal representation by setting arbitrary time limits shorter than statute; actions to toll statutes of limitations (2, 4 or 6 years); adverse posting with national credit reporting companies overshadowing dispute timeframe (posting before dispute can be sent); collections after school closed prior to graduation; collections on loans over ten years old; wage garnishment; tax off-set; false representation of collection companies as government agency (ie envelopes with government warning regarding private use and return envelopes addressed to DOE sent by private collectors); false representation of the character/amount of debt; false representations that federal district court is the only remedy available for correction of account/review errors; threats to make debts public including family, employers, strangers, church congregations or otherwise publicizing debt; concealment of loan holder; transfer of loans when disputed for further collection by others; changing amounts (up) or due dates (backwards) on established payment agreement; ex post facto violations of collection laws as they apply to loans and collection actions already in process; threats of lawsuit; violation of separation of powers clause of Constitution by granting agency decision making authority to private collectors; threats of annexing saving, checking, retirement accounts or property; threats of sheriff coming to your home or business; contacting neighbors; suggesting illegal actions to satisfy debt; representations of multiple debts as one debt; circumventing Constitutional checks and balances by not providing information, providing false information or incomplete information to Congress and Senate representatives/staff; agency collusion/conspiracy with private collectors to deny rights in contradiction to HEA and DOE web site, negligent supervision of contract collectors violating their own statement (websites) that DOE will supervise contract collectors; false official statements and obstruction of justice.
