Fraudulent student loan
A friend of mine was granted a student loan in 1993. This loan was taken out for an adult education program in Detroit (National Technical Institute),that was eventually closed down. One day she went to school and the doors were pad lock. The Federal Government had shut it down due to fraudulent activity by the owner of the school.
All who who attended this program is stuck with this loan. Some had just begun classes, and some had been going to the school for a while. It was a 3 month program that offered GED, Phelibotimist certificates after completion. The school had been established around 3 years.
My question is she and others are stuck with this loan on their credit. How can she and others have this debt taken off?

Closed School Discharge
Depending on the situation and other considerations, your friend may qualify for a closed school discharge. This means that the federal government will pay off the balance of her loan. Check out http://studentaid.ed.gov/students/attachments/siteresources/ClosedSchool_StudentGuide.pdf to learn more.
If your friend was given the opportunity to complete her program at another school or transferred her credits somewhere else, she is liable for the loan.
Try to figure out who the guaranty agency was for the loan. Usually the federally-designated guaranty agency for that state holds the records related to closed schools. The guaranty agency can help her get the forms she needs and will be the ones to review her situation to see if she qualifies.
She just needs to be very nice, provide documentation, and understand that the guaranty agency staff don't want to screw her. They will apply the regulations to her situation and try to help her if they can.
